The Utility Billing Specialist is responsible for overseeing all utility and meter reading functions and plays a customer service role in supporting Community Managers by resolving billing issues and answering utility billing questions from residents. This position works closely with the Billing and Recapture Manager by creating billing and meter read reports monthly.

Formulates and defines systems scope and objectives through research and fact-finding combined with an understanding of applicable business applications and industry requirements. Includes analysis of business and user needs, documenting requirements, and revising existing logic as necessary.

Support a federal program management office by providing management analysis and planning; cost, schedule, risk, records, and inventory management; and deliverable development and oversight. Compile management information from projects including scope, cost, schedule, performance, and quality to provide visibility into deployment progress. The position will specifically support the Subterranean (SubT) Portfolio.
